Ozaukee County Distribution Interconnection Project

ATC is proposing an expansion and upgrade of our electric system that would include building new power lines, rebuilding existing power lines and constructing up to five new substations. The project would include parts of Calumet, Fond du Lac, Sheboygan, Ozaukee and Washington counties in east central Wisconsin. This project was requested by ATC’s customer, We Energies, through a Load Interconnection Request. 

The proposed project is needed to address proposed load increases in the Port Washington area and maintain the safe and reliable operation of ATC’s system. 

Building a new 345-kilovolt power line from the Forest Junction Substation east of Appleton to a new proposed Sheboygan River Substation east of Fond du Lac. 

  • The Preferred Route would involve a rebuild of an existing single circuit line to a dual-circuit line largely within the existing utility corridor. 
  • The Alternate Route would involve building a new line adjacent to an existing corridor, where possible, and in new corridors where it’s not possible. 

Rebuilding and upgrading existing lines to connect a new proposed Mullet River Substation near Sheboygan Falls with a new proposed Cedar Creek Substation west of Saukville. 

  • East Route – Rebuild an existing dual-circuit 138/345-kV line to a dual-circuit 345-kV line. 
  • East Route – Construct two new 138-kV power lines from the existing Holland Substation to a new proposed Adell Substation south of Adell. 
  • West Route – Rebuild the existing single-circuit 345-kV line as a dual-circuit 345-kV line. 
  • West Route – Construct a new dual-circuit 345-kV line from the town of Saukville to meet with existing power lines about 9 miles to the west.

The proposed project is needed to address proposed load increases in the Port Washington area and maintain the safe and reliable operation of ATC’s system. 

A:

We are required to propose two route options for this new power line. The Public Service Commission of Wisconsin  is the regulatory agency with the authority to approve or deny the proposed project and select the final route.

A:

Yes. After ATC’s application is filed with the PSCW and they determine it to be complete, the PSCW (https://psc.wi.gov) will put in place a process for collecting public comments and receiving testimony during public hearings.

As part of the routing and siting process, ATC follows the power line routing priorities established by state law, which favor colocation with existing facilities and infrastructure – like existing power lines and pipelines, highways, and railroads – where it is feasible. This is intended to reduce the impact on local areas and communities.
