Planning Update
ATC Energy Collaborative – Michigan
ATC has undertaken an energy collaborative in the Upper Peninsula
of Michigan and is working with stakeholders to customize. The
UP is a system in balance between load, generation and transmission
capability and the location of generation and loads matters
greatly. The UP is also being increasingly impacted by market
flows. Recently, a number of changes and possible changes in
load and generation across the UP and changes in generation
and transmission in lower Michigan dictated the need for a more
strategic approach to planning. ATC will be using the strategic
flexibility approach that was used in the Paddock-Rockdale project
to define a number of plausible futures and analyze them to
find alternatives that meet needs in a number of futures. ATC
is working with customers and stakeholders to customize the
ATC futures described above for the Upper Peninsula. Analysis
will take place late this year and results are expected in 2nd
quarter of 2009.
Order 890 Order and Implementation
ATC received a favorable order from the Federal Energy Regulatory
Commission on the Attachment FF tariff filing that was made
in December 2007. We have a minor compliance filing to make
and are coordinating with the Midwest ISO to ensure consistency.
ATC began implementing the Order 890 tariff in the 1st quarter
with customer and stakeholder meetings to refine futures and
define the two economic analyses ATC committed to as part of
the tariff. ATC futures have been successfully defined with
good input and feedback from the stakeholders and customers.
Analysis of projects will begin as soon as MISO models are received
with results anticipated late in the year.
ATC Successful in Green Tier Audit
As part of ATC's ongoing commitment as a Green Tier participant,
the company recently completed an audit. All elements of its
environmental management system called "Fred" were
deemed in conformance with both Green Tier and ISO 14001 standards.
The audit complimented ATC's construction processes, and the
awareness of employees and contractors in understanding environmental
policy and the need for environmental protection and compliance.
Also noted were ATC's corrective and preventive action process,
and its commitment to continuous improvement.
In October 2005, ATC became the first utility - and one of
only five organizations - to be accepted into Wisconsin's new
Green Tier program. Green Tier, administered by the Wisconsin
Department of Natural Resources, now has 33 participants throughout
the state. The program recognizes buisness and organizations
that demonstrate superior environmental performance and dedication
to continuous improvement and strives to encourage responsible
environmental decision-making to protect and restore natural
resources.
