Here's an update on what's going on at ATC.

ATC Named to Wisconsin's New Green Tier Program
The Wisconsin Department of Natural Resources recognized ATC as one of the first participants in the state's new Green Tier program for exceptional environmental performance on October 3, 2005. Wisconsin's Green Tier is the first and only legislatively-approved program in the country that seeks to improve environmental protection through performance-based oversight. As a program participant, ATC commits to incorporating environmental sensitivity, protection, and restoration into the design and construction of transmission lines.

As part of its participation in Green Tier and through its progressive environmental management system, ATC worked with local communities and the Natural Resources Foundation of Wisconsin, Inc. to protect and preserve sensitive natural resources. ATC also collaborated with the U.S. Fish and Wildlife Service on relocation of eagle and osprey nests.

Planning releases 2005 10-year transmission system assessment
ATC released the 2005 10-Year Transmission System Assessment in September. The full report is presented on a new Web site, www.atc10yearplan.com. The summary report is in printed form. Contact Kim Spurley, kspurley@atcllc.com to request a copy of the summary report.

Local Relations Hosts Open houses
More than 2,000 people attended open house events hosted by ATC during the second half of 2005 for several major projects including the Jefferson County Reliability Project, Dodge County System Upgrade, several projects in Dane County including the Rockdale to West Middleton 345 kV project. Open house events are held at various stages of a project to introduce to the public the need and benefit of the project, present possible route alternatives, and talk about environmental, real estate, engineering and regulatory aspects of the projects. In addition to open houses, ATC representatives also gave more than 30 presentations during the year to various groups and organizations. ATC's Environmental Department develops & implements "Fred"
"Fred" is a environmental management system that provides a systematic means of organizing, evaluating, maintaining and improving ATC's environmental perfomance. It uses the ISO 14001 standard as a model but incorporates an emphasis on stakeholder outreach and transparency to outside organizations and individuals. "Fred" consists of various interrelated management practices in the form of written procedures, work instructions and standards. Each practice is designed to translate ATC's Statement of Environmental Commitment into the daily operations of ATC, its employees and its contractors. "Fred" includes audit training programs as well as the resources necessary to meet ATC's environmental goals.

The team's next focus is to develop procedures that will serve as standards for how ATC does construction, and environmental feature avoidance and protection.

State Regulatory updates status of projects for 2005
ATC's State Regulatory department updated its project application and approval list for 2005. Applications were filed with the Public Service Commission of Wisconsin for the projects listed below.
