What's new in our transmission portfolio?
Northern Wisconsin
The Plains-Stiles project, energized in late 2006, updated aging transmission lines that connect northeastern Wisconsin with Michigan's Upper Peninsula.
Late last year, we commissioned the final phase of a two-year project to upgrade aging power lines in northeastern Wisconsin and Michigan. The Plains-Amberg-West Marinette-Stiles project helps resolve one of the most chronic limitations on our transmission system - the limited ability to transfer power between Wisconsin and the Upper Peninsula.

Five segments of the Arrowhead-Weston project, representing 143 miles of line between the Gardner Park Substation in Marathon County and the Stone Lake Substation in Sawyer County, also were placed in service in November.

The Public Service Commission approved the Cranberry-Conover-Plains project in Vilas, Forest and Florence counties. The project includes a 16-mile line between Eagle River and Conover, along with upgrading 73 miles of existing line between Conover and Iron Mountain, Mich. In his approval, Commission Chairman Dan Ebert noted "the need for this project was identified in 1991 and was uncontested in this case."

Southern Wisconsin
Our work to upgrade an 80-year old power line on Madison's east side is slated for completion in spring, on schedule and under budget. The four-mile Femrite-Sprecher helps the Madison area access power from across the region. Dane County depends on the transmission system to bring in roughly 70 percent of the electricity it uses from power plants outside the county.

The Public Service Commission is reviewing two of our proposals for new transmission lines in Dane County needed to serve the fastest-growing county in the state. A proposed new eight-mile transmission line in northern Dane County, from Vienna to Westport, is pending before the PSC. We submitted our construction application in December for a smaller six-mile project in southern Dane County from Verona to Fitchburg. These two projects each meet local growth in their respective areas. The Rockdale-West Middleton project strengthens the electric system for all of Dane County and is in the final stages of route analysis; we expect to submit our application to the PSC for this project in this year. The PSC first decides if an application is complete, then reviews the need for, cost of and alternatives to each project; if approved, it also selects the route.

Jefferson County will see its first new electric transmission line in 15 years following the Public Service Commission's approval of a project running from Waterloo through Lake Mills to Jefferson. ATC will begin its engineering and line design efforts and construction is expected to begin in fall 2007. Three organizations have challenged the PSC's approval of the project in court, but have not asked for a delay of construction.

Reliability update - NERC issues reliability assessment
The North American Electric Reliability Council recommends changes to the bulk power system in a recently issued report. In its first long-term assessment since being named the Electric Reliability Organization for the United States, NERC says the nation's transmission system "requires additional investment to address reliability issues and economic impacts. Expansion and strengthening of the transmission system continues to lag demand growth and expansion of generating resources in most areas. To view the NERC report, visit www.nerc.com

Did you know?
Hot, humid weather last summer caused ATC and the Midwest Independent Transmission System Operator to set system demand records. The peak day for both entities was July 31; ATC's system peak was 13,059 megawatts and MISO's peak was 136,520 megawatts. Load-management measures were implemented on Aug. 1 and 2 to keep demand in check.
