ATC's original plan included the following phases. These will be revisited in the coming years.
- Phase 1: Construct a 345/138-kilovolt substation (called Mill Road Substation) at the intersection of two existing 345 kV and two existing 138 kV lines in Menomonee Falls.
- Phase 2: Construct a 30-mile transmission line from the Rockdale Substation located near Christiana in Jefferson County to the Concord Substation near Watertown. The double-width right-of-way of an existing 138-kV transmission line along this corridor would accommodate the proposed 345-kV line. However, other routes also may be considered. Substation work would be needed to accommodate the new line.
- Phase 3: Convert from 138-kilovolt to 345-kilovolt an existing 11-mile line between the Mill Road Substation in Menomonee Falls and Bark River Substation located near Merton. Construct a new 345-kilovolt line approximately 19 miles from Bark River to the Concord Substation. Substation modifications would be needed.
