ATC plans to invest $3.1 billion over 10 years in construction and maintenance projects in our five operating zones. The partial list below summarizes some of the largest projects.

North Central Wisconsin (Zone 1)

Project Description Status
Arrowhead-Weston 345-kilovolt line between Wausau, Wis. and Duluth, Minn. (approximately 220 miles) to improve reliability, help increase electric import capability, reduce disturbances. Portions under construction and energized. Completion scheduled for 2008.
Skanawan-Hwy. 8 (Rhinelander Loop) Addresses low voltages/voltage collapse in the Rhinelander area. Complete and in service.
Venus-Metonga Approximately 11-mile, 115-kilovolt transmission line between Monico and Crandon, Wis. to improve electric reliability and resolve local electric distribution voltage and capacity problems. Complete and in service.
Cranberry-Conover-Plains New, 138-kilovolt transmission line between the Cranberry Substation south of Eagle River and the Conover Substation east of Conover.  Approved by the PSC in Nov. 2006; construction on the Cranberry-Conover segment began in Aug. 2007.
Gardner Park - Central Wisconsin Approximately 50-mile, 345-kilovolt line between a new Gardner Park Substation near Weston Power Plant and a new substation in central Shawano County. Needed to support output of Weston Power Plant and strengthen reliability. Also see Morgan-Werner West project. Construction underway in some areas. Gardner Park - Hilltop Rebuild of an 11-mile, 115-kilovolt line to prevent electric system overloads and to support the addition of a new generator at Weston Power Plant. Complete and in service.

Michigan's Upper Peninsula and Northern Wisconsin (Zone 2)
Project Description Status
Laurium Rebuild 13.8 mile rebuild in Houghton County, Michigan. Construction expected to begin in August 2007.
Plains-Stiles Rebuild and upgrade 69-kilovolt and 138-kilovolt lines in Oconto and Marinette counties in Wisconsin, and Menominee and Dickinson counties in Michigan. Complete and in service.

South Central / Southwest Wisconsin and Northcentral Illinois (Zone 3)
Project Description Status

Rockdale - West Middleton Project

A series of projects are planned in and around Dane County to meet electrical demand in the rapidly growing areas throughout the county. See project page for more specific information about the status of various projects.
Columbia-Rio A new nine-mile, 69-kilovolt transmission line from a substation near the Columbia Power Plant to a substation near Rio. The line will also connect to a new substation to be built in Wyocena by Alliant Energy. Complete and in service.
Nelson-Dewey A new 161-kilovolt line, approximately 2-miles in length, from the Nelson Dewey plant to the Stoneman Substation to support additional output from a new generating unit at the Nelson Dewey plant. Public outreach underway.
Rock River - Elkhorn This four-phase project is the conversion of a 17-mile, 69-kilovolt system serving portions of Rock and Walworth counties to a 138-kilovolt system. Regulatory approval granted for the final phase, which involves some line construction, upgrades at several substations, and the conversion from 69-kV to 138-kV in the spring of 2009.

West Darien to SW Delavan

(Also known as Delavan-Darien Phase 1- Part of Rock River - Elkhorn project)

Part of a Rock River - Elkhorn project described above. This phase involved partially rerouting the area’s current 69-kilovolt transmission system and upgrading the facilities to 138 kilovolts to accommodate growth in demand. Project includes a new substation in southwest Delavan. In service and now operating at 69 kilovolts; will be converted to 138 kV when entire project is completed in spring '09.

SW Delavan to Bristol

(Also known as Delavan-Darien Phase 2- Part of Rock River - Elkhorn project)

Part of Rock River-Elkhorn project described above. Involves connecting the new Southwest Delavan substation to the Bristol substation and to a new substation being built by Alliant Energy on a 5-mile route along Interstate 43. Approved by the PSC in March 2006. Easement acquisition underway. Construction to begin in November 2007.
Dodge County Phase I Several initiatives are being proposed to strengthen the system in central Dodge County including a project to construct approximately six miles of new 138-kilovolt transmission line to connect the Horicon Substation with the Rubicon Substation located near Neosho. Construction underway.
East Beaver Dam 1.5 miles of new 138-kilovolt transmission line to serve a new Beaver Dam substation being proposed by Alliant Energy. Complete and in service.
Fitchburg-Verona Proposal for a 6-mile, 138-kilovolt transmission line connecting a new substation in Fitchburg to an existing substation in Verona. Construction application submitted to PSC in Dec. 2006. Under PSC regulatory review.
Jefferson County Proposal to construct approximately 17 miles of new 138-kilovolt transmission line and to upgrade several area electric substations. PSC rendered decision. Construction scheduled to begin fall 2007.

North Madison -

Waunakee (Huiskamp)

Proposal for a critical reinforcement to the electric system, which includes a new 8-mile, 138-kilovolt line from the Town of Vienna to the Town of Westport. Approved by the PSC in July 2007.
Portage - Montello Upgrading and building 11 miles of 69-kilovolt lines. Complete and in service.

Rockdale -

West Middleton

Proposal to build a new 345-kilovolt transmission line between the town of Christiana and the town of Middleton. Final proposed routes announced. Application to be submitted to PSC in October 2007 for regulatory review.                        
Sauk City Proposal to build 3 miles of new 69-kilovolt power line from the Tower St. Substation in Prairie du Sac to the new Sauk City Phillips St. Substation. Engineering work underway.
Sauk County ATC increased the capacity of 33 miles of existing transmission lines, upgraded six substations and built three new substations in cooperation with Reedsburg Utility and Wisconsin Power & Light. Complete and in service.
Paddock-Rockdale A proposal to add a second 345-kilovolt line along an existing transmission line corridor between the town of Beloit and the town of Christiana. ATC application is being reviewed by the PSC. A decision is expected late 2007 or early 2008.
Wempleton-Paddock Add a second 345-kilovolt line to an existing line between southern Rock County and northern Illinois. Complete and in service.
Northeast Wisconsin (Zone 4)
Project Description Status
Crivitz-High Falls Approximately 15-mile, 69-kilovolt line between Crivitz Substation and High Falls Substation in the Towns of Beaver and Stephenson. Real estate work underway.
Ellinwood-Sunset Structure replacement along Hwy. 41 between the Ellinwood and Sunset Substations in the Town and City of Oshkosh. Construction will begin in August 2007.

Morgan -

Werner West

Proposing for a new 50-mile transmission line from the Morgan Substation south of Oconto Falls to a new substation – called Werner West – in the New London area. Split into several segments. Construction underway in some segments. Visit www.atc-gcmw.com for more detailed information.
Plymouth-Johnsonville With Plymouth Utilities, build a new substation and a 2.25-mile, 138-kV line to serve Johnsonville Sausage plant expansion. Approved by the PSC in Oct. 2006.

Southeast Wisconsin (Zone 5)
Project Description Status
Duplainville (Waukesha – Sussex) A new nine-mile, 138-kilovolt transmission line built between Waukesha and Sussex. It connects to new We Energies electric substation in Pewaukee. Complete and in service.
Paris-St. Martins A 17-mile transmission line is being upgraded between the Paris Substation near Union Grove and the St. Martins Substation in Franklin. Complete and in service.
Port Washington-Saukville Construction is under way to upgrade two 5-mile lines that connect Port Washington with the Saukville Substation. The project supports the new units at We Energies Port Washington Generating Station. Complete and in service.
Mill Road-Rockdale Proposed line upgrades with some new line construction between Menomonee Falls and Jefferson County. Project evaluation resulted in seven-year delay to 2018. More
Saukville-St. Lawrence Rebuild 19 miles of 138-kilovolt transmission line from the Saukville Substation to the St. Lawrence Substation. Construction application approved by PSC in Dec. 2006. Construction to begin fall 2007. Tree removal and vegetation clearing underway.
Oak Creek/Elm Road Several upgrades are needed to support the output of the proposed Elm Road (Oak Creek) Power Plant. This includes some pole and wire replacement and work at several area substations. Some work at the power plant site is underway. Awaiting PSC approval for the remaining work.
